ARTICLES OF OPERATION

 

ARTICLE I

A. Definitions

One academic year term is defined as a period beginning at spring commencement and ending at spring commencement in the following year.

 

ARTICLE II

Governance

The Centennial Student Union Board representing the students shall collect, analyze, and document the needs of the Mankato State University campus and the Mankato Residential Community.  The Board shall also initiate and review objectives, policies, and guidelines for the use of the Centennial Student Union facilities and review and evaluate the operational budget.

 

ARTICLE III

The Director/Centennial Student Union Supervisor is responsible for the formulation and implementation of policies, recommended by the Union Board, governing management of the Centennial Student Union.

The Student Union Board is concerned with formulating, recommending, and implementing policies and procedures pertaining to the Centennial Student Union. Through these policies and procedures the Board shall foster a pleasant environment for the University and the community.

The Student Union Board working with Community Connections, the Recreation Center, and other offices in the Centennial Student Union shall encourage the development of programs that will serve the University and the community.

 

A. Membership

  1. Six students appointed by the MSSA to serve and take office at the first meeting following spring commencement.
  2. Two students elected by the student body in the MSSA spring elections who shall take office at the meeting following spring commencement..
  3. One alumni appointed by the MSU Alumni/ae to serve a one academic year term and take office during the first meeting after spring commencement.
  4. Director/Centennial Student Union Supervisor (ex officio, non-voting).
  5. Secretary of the Student Union (ex officio, non-voting).
  6. Student members appointed by the MSSA President shall serve for one academic year beginning after spring commencement; Alumni, one academic year term; Director, non-expiring term; Secretary, non-expiring term.
  7. The officers of the Union Board shall be Chair and Vice Chair and shall have full voting rights.
  8. Both officers, serving one academic year terms, must be elected by open nomination and secret ballot at or by the second regularly scheduled meeting of the new Union Board.
  9. A two-thirds majority of those present and voting shall be necessary for election.  If no one receives the two-thirds majority, then a second ballot will be held.  On the second ballot the individual receiving the most votes will be declared the winner.
  10. Vacancies in either office may be filled by open nomination from the Union Board members and secret ballot at any regular meeting.
  11. An officer can be recalled by a two-thirds majority by all the members of the Student Union Board.

 

B. Meetings

  1. Meetings shall be held weekly or as determined by the Board at the beginning of each academic quarter.
  2. Special meetings may be called by the Chairperson, Student Union Director/Centennial Student Union Supervisor, President of Mankato State, or President of the Student Senate and at the request of any three or more members of the Student Union Board.  The business to be transacted shall be stated with the notice of the meeting.
  3. A quorum shall consist of a majority of the voting membership at any regular or special meeting.
  4. A Board member receiving an unexcused absence from any two consecutive meetings shall be removed from the Board.  This action can be appealed by any member subject to it.

 

ARTICLE IV

A.Review

  1. The Student Union Board will coordinate a five-year evaluation of the Union's program, policy, and environment.  This evaluation will be done in accordance with the Union's five-year evaluation.
  2. The Board is to accomplish at least one selective evaluation annually.  This selective annual evaluation is to be focused in the area of program, policy, or environment.
  3. All evaluations will be presented to the Student Senate and the Vice President for Student Affairs.
